Romney's Plan

On reversing the spread of HIV/AIDS and tuberculosis:

America is blessed, and America must continue to be a blessing to countries staggering under the weight of poverty and illness. To be true to our values, we must continue to strengthen efforts under the President's Emergency Plan for AIDS Relief (PEPFAR) and to fight tuberculosis around the globe.

On eradicating malaria:

The truest measure of any society is how it cares for those who cannot care for themselves. Malaria has been a scourge throughout the world but one that is preventable and treatable. We must maintain our commitment and lead international efforts to defeat this threat.

On improving child and maternal health:

As Governor, I led market-based reforms to expand access to quality health insurance to every citizen in my state. Child and maternal health is critical to providing hope and fostering development. As part of my effort to create a new Partnership for Progress and Prosperity, I would bring leading nations together to launch bold efforts to build effective health care systems in nations at risk in Africa and the Middle East.

On achieving universal primary education:

My focus on improving education as Governor helped to raise achievement and improve outcomes for students in Massachusetts. Internationally, I've called for an unprecedented effort to mobilize resources for primary education in countries at risk so that gaps are not filled by Islamic madrasas promoting hate and violence. This will expand education to girls and build a foundation for sustainable development.

On cutting in half the number of people without clean water or enough food:

Opening markets for agriculture and food assistance helps America's farmers and those in hunger around the world. I will lead efforts to open markets and foster agricultural development, while advancing the access to clean water that is critical to development, and eliminating diseases that threaten both the children of the world and America's security.

On additional commitments to the world's poor:

One of my first presidential acts would be to call a summit of nations to build a Partnership for Progress and Prosperity promoting micro-credit, healthcare and pro-development economic policies in nations at risk. For the first time, I would give civilian and humanitarian efforts the same focus and priority as those of our military by empowering a single senior official to lead all U.S. civilian efforts in Africa.
