Dodd's Plan

On reversing the spread of HIV/AIDS and tuberculosis:

Chris Dodd will build on increased financial aid from the US to fight HIV/AIDS and tuberculosis by fighting to uphold the Doha Declaration, and will help poor countries access generic medicines, family planning, education and better healthcare. Dodd will end abstinence only education, restrictions on needle-exchange programs, and other roadblocks.

On eradicating malaria:

Chris Dodd is committed to reducing the threat of malaria. Dodd will see that those diagnosed with this disease receive the necessary medical care. Working with members of the international community, we can ensure that adequate tools of prevention are made widely available to those at risk for contracting malaria.

On improving child and maternal health:

Chris Dodd authored and introduced the Global Child Survival Act in the Senate. It increases funding for child and maternal health programs and mandates that the government establish an interagency task force to work with international partners to develop comprehensive strategies improving the health of newborns, children and mothers.

On achieving universal primary education:

Chris Dodd would request that the Senate ratify the UN Convention on the Child, making primary education compulsory and free. With the World Bank and others, he'd establish community teacher training programs, ensuring sufficient numbers of teachers. He'd insist world leaders also focus budgets on school infrastructure, materials and technology.

On cutting in half the number of people without clean water or enough food:

To achieve the UN Millennium Development Goals by 2015, Dodd will double foreign aid during his first term and will call upon other signers to follow suit. He'll implement the recommendations of the UN Millennium Project Task Force on Water and Sanitation and share best practices and technology with developing nations.

On additional commitments to the world's poor:

Chris Dodd will exercise US leadership internationally and will travel to sub-Saharan Africa to bring alleviation of global poverty to the top of international priorities. Dodd will appoint a special envoy on global poverty to serve as his personal representative at all national and international venues related to international development.
