Clinton's Plan

On reversing the spread of HIV/AIDS and tuberculosis:

I will commit $50 billion for the global fight against HIV/AIDS by 2013, which will help ensure universal access to treatment, prevention, and care. This funding will increase U.S. contribution to the Global Fund to Fight AIDS, Tuberculosis, and Malaria and bilateral efforts in Africa and across the developing world.

On eradicating malaria:

As President, I will set an ambitious goal of ending all deaths from malaria on the African continent by the end of my second term. I will commit $1 billion per year to lead a global effort against malaria and to achieve universal access to treatment and preventative measures.

On improving child and maternal health:

As President, I will ensure that we reach the Millennium Development Goals of reducing child mortality and improving maternal health. As President, I will make investments in nutrition, vaccination, and public health - like spending less than 10 cents annually on Vitamin A supplements - to save the lives of millions of children annually.

On achieving universal primary education:

Education is the foundation of economic opportunity. That why I introduced the bipartisan Education for All Act to commit $10 billion over five years to invest in universal basic education. As President, I will lead the world in ensuring that all children fulfill their God-given potential through quality education.

On cutting in half the number of people without clean water or enough food:

As President, I will work with developing countries to meet the Millennium Development Goal of halving the proportion of people without sustainable access to safe drinking and basic sanitation. This will not only save lives, but improve educational outcomes and increase the productivity of developing economies.

On additional commitments to the world's poor:

As President, I will ensure complete debt cancellation for all Heavily Indebted Poor Countries (HIPC) countries, and I will expand HIPC to include more than 20 additional poor countries. I will also commit to making significant progress toward spending an additional one percent of our budget on foreign assistance. And I will expand access to economic development opportunities for women and seek to bring microcredit programs into the global marketplace.
